Global Involvement Through Education  is behind the creation of George Washington Academy and little is known about that involvement except what John "Jack" Rusenko said on Global Education Morocco (GEM) web pages and George Washington Academy web pages. We have to remember that John "Jack" Rusenko is no long in Morocco because of proselytizing activities. Global Education Morocco (GEM) has many projects in Morocco besides George Washington Academy who are all these people working behind the scenes? Global Education Morocco and George Washington Academy are not Moroccan entities but a Christian American entities with the sole purpose of proselytize.

The motto of some missionaries is "to spread the gospel by any and all means."

Historian George H. Williams states in his History of the Christian Church that "Christianity is a strongly proselytizing religion."

Jeff Hetschel serves as a Fire Chaplain for the Orange County Fire Authority in Southern California and for a Federal Police Agency. For 26 years he worked with Campus Crusade for Christ serving around the world as a minister to the university community. For 10 years he was the Director of Campus Ministry in the Middle East. For 6 years he was the Worldwide Student Network Director for California, Arizona and Hawaii where he supervised 190 full time staff and 1000 volunteers.

Jeff is a frequent speaker at city, church, and leadership development events usually speaking on international justice, how to survive trauma or youth addiction. He co-founded Global Involvement through Education, a NGO in 1993 which now operates in 8 countries.

He is currently employed by Tactical Chaplain Services, which he is President of and lives in Mission Viejo California. He has been married to Debbie for 25 years and has 3 adult children. Jeff was licensed as a minister in 1982 and ordained as a Chaplain in 2007.

Global Education Morocco (GEM)

Legal Structure

GWA is a project of a foreign non-profit association registered in Morocco and does not exist as an independent legal entity.

The parent association of GWA is Global Education and was registered first on April 26, 1994 under number 1590 in Casablanca Anfa and later on January 29, 2003 under number 1653 in Casablanca Hay Hassani.

The General Assembly of Global Education unanimously passed a resolution on May 31, 1998 which legally created GWA. (Statutes and more information concerning Global Education can be found on their website: www.global.org.ma)

The American Embassy formally requested in March 1998 that the Moroccan Government give GWA complete authorization and tax incentives. The authorization from the Ministry of Foreign Affairs in May 1998 gave GWA legal status applying the Morocco-American bilateral Cultural Agreement of 1967. In August 1998 the US Ambassador requested that the Moroccan Minister of Education authorize GWA. The Minister of Education granted that authorization in September 1998. Parents can consult copies of the authorizations which are on file with the administration.

They claimed that their eyes have been open to the richness of the cultures of North Africa, Middle East and Central Asia (10/40 window). If they are so enamored with these cultures why do need to convert them to Christianity? The personnel  or some of the personnel of Global Involvement Through Education have done US military service? Which branches of the Military? How many are still active? Are they working in some capacity for the US military?

The George Washington Academy project has costs $8,000,000 so far according to Global Involvement Through Education the amount in dirhams is 70,000,000 MAD. This organization has raised a lot of money which should raise eyebrows and the question that everyone should ask is where are they getting the money? What are the salaries of the GWA Staff? I mean how can a non-profit institution have a lot of American Teachers? The wages in Morocco are not the same as in the United states.

In Wikipedia GWA has this statement:

George Washington Academy is a non-for profit institution that is recognized by both the Moroccan and United States governments as an American school. A majority of GWA administrative and English instructional staff are from North America.

A court in Tashkent, the capital of Uzbekistan, has ordered the closure of an international non-governmental organization`s office in the country for activities including Protestant missionary work, the court said Thursday.

The Tashkent City Court of Civic Affairs said Global Involvement through Education`s mission in the Central Asian country would be closed down due to numerous infringements of Uzbek law.

"The Justice Ministry`s principle objection is activity carried out by the office that does not correspond to objectives declared in its charter, in particular missionary work among the local young people," the court said.

Under the guise of English language courses, foreign nationals were attempting to convert students at local colleges from the country`s traditional faiths, Islam and Orthodox Christianity, to Protestantism, the court said.

The ministry also cited other infringements revealed during investigations into the mission`s work.

Under the Uzbek law on freedom of conscience and religious organizations, "activities aimed at converting religious believers from one faith to another, along with any other missionary activities, are banned.

Global Involvement through Education has met the same fate as the American Bar Association / Central European and Eurasian Law Initiative, which a Tashkent court ruled in April should be closed after 11 years of work in the country.

Jack Rusenko:
It's a private foundation supported by private donors who are mostly businessman and some corporations. In the States we are a non-profit educational corporation which would be the same status as a school. Our goal would be that funding would pay for myself and for basic office expenses, and then projects and other things we do would get outside funding. We've only done small things with USAID or USIS as far as funding goes. I'm on a contract with Global to start the office here.

My initial goal for the internet was to help universities. The whole reason why I somewhat deviated from the educational area, which is our goal, was because I saw the internet as a worthwhile project which had great potential to help universities, especially in Morocco. Now I want to come back, reorganize and invest the time to use the internet for education. If you mention my name at the embassy they think that I work for internet because I've spent so much time on promoting it. The goal is to help universities and the whole education system here, which something I think is starting to happen.

Part of the educational projects that we have, similar to what you have mentioned, will go to use the internet for distance education and I think that it has tremendous potential. I don't know if the people at USAID or USIS see that. They usually react two or three years after things are apparent. Some of the people at the embassy that I talked to knew about the internet for some time, but didn't put the time or effort to do anything about it.

What I propose is to see not only Casablanca connected directly to some university, but also to see that universities (in Texas or Pennsylvania) [are] connected to Morocco and to Egypt and to Turkey. They have a lot to learn from Turkey and vice versa. Tunisia, Turkey, Egypt and maybe Jordan are some examples of countries that share a lot in common with Morocco, ---particularly Turkey. It would be a good experience to have a virtual classroom to the whole Mediterranean connected to the U.S. That's kind of my idea and my goal for what I would like to see. Whether I'll be successful in tracking down the funding or not --- it's a long process.

We also do the Semester At Sea in Morocco. [It is a project of the Institute for Shipboard Education which is affliated to the University of Pittsburgh.]

What I'm talking about is a one-way thing. To bring students from America and bring t them here. Teach some Arabic, show them around and give them some credits. We have eight or ten students coming this summer for a month and half, from Colorado, New Mexico, Virginia Tech, Penn State and Cornell. Some of t hem come as vacation where they learn something. One was a community health major, one was a Middle Eastern studies major, one a French major. Typically as a senior or upper level undergraduate they can get credit for senior projects or something.

Penn State does have a large continuing education program and vice president for international affairs is very interested. But he said the bottom line is they're not willing to subsidize Moroccans. What they are willing to do is a direct student exchange. A student from Penn State comes from Morocco, he pays his tuition at Penn State, all his fees; the Moroccan student goes to Penn State either for a semester or a year. And he said it doesn't  really matter to us, you just tell us student semesters. You send a student to do a -year master's and we can send  students to do a one-year course. And he said they would do all the direct exchanges we want. The problem is their students pay there and our students pay here and just switch bodies. The difficulty is, nobody's going to do it unless it's somewhat of an equal exchange. American students aren't going to come to a Moroccan university where they aren't going to get credit and the level of education is below their level. To find one where you can have an equal reciprocal exchange is difficult. That's why Al Akhawayn fist that. It's in English and the campus is nice.

Fitzgerald: Global Involvement Through Education is for me a very strange set-up. As far as we've heard, they're covert Protestant missionaries with a lot of money behind them. They've opened a big private elementary school in Casa, the George Washington School, to compete with the existing American School there. They are both doing all their teaching in English. It's an expensive school, but somehow has gotten a not-for-profit status from the Moroccan government. They also have some sort of links to the US government, and that's what I find the strangest thing. It's probably only because after all this time of being away I still operate under old notions that there is supposed to be separation of church and state in America. The truth of the matter is that fundamentalist Christians of various persuasions are strongly represented in the American embassy in Rabat.

I don't know who could say anything for sure. Apparently this group tried to get inside information on the university in Ifrane by talking to disgruntled former employees. This is why the people at Al Akhawayn see them in a very negative light.

As you might know, Moroccan law specifically prohibits trying to convert Muslims to other religions, with stiff penalties, etc. I used to have a copy of the specific clause right out of their law books. But in practice, this is less and less enforced since Morocco signed the Human Rights charter. For some reason, missionaries have targeted Fez for a long time, and they still have people there. Generally they seem to operate through bookstores. There's one in Meknes, one in Mohammediya and one in Agadir, all owned by the same group. There's also the orphanage in Azrou. That and the bookstores are run by Protestants groups. Catholics no longer seem to be in this game. That's really all I know about Global.

Donation process

Here is a summary of how donations through Global Education Foundation, are treated

1. Donations are received by Global Education in Pennsylvania. These donations are made payable to Global Education or Global Education Foundation. The address is:

2. Staff in PA receives and records these donations, tracks with the supporters, sending receipts, etc. These staff also send the checks onto Global Education Foundation (a National Heritage Foundation). The donations are tax deductible as Global Education is recognized as a nonprofit foundation, under the umbrella of the National Heritage foundation (www.nhf.org), in the USA by the Federal Internal Revenue Service (IRS) under section 501c.(3). As with other nonprofit organizations, all contributions to Global Education are made with the understanding that Global Education has complete discretion and control over the use of all donated funds.

3. Donations can also be made online through credit/debit card or electronic check. This may be done by going to www.global.org.ma and clicking on donations. Online giving does not enable supporters to indicate who the giving will go toward. However it does require an email address. Our PA staff will check with the giver of any online givers to find out where they would like to designate their giving. 4. Two and one half percent of donations is taken out by National Heritage foundation as an administrative charge. Credit card donations are charged at 3%. E-checks have a fee of $0.85/ check making it the smallest charge if gifts exceed $28. Global Education will also take out an additional administrative fee not exceed a total of 10 % being taken from any one donation. This administrative charge goes to overhead, including, transportation, supplies, postage, bank fees, office maintenances, staff development, salaries for Foreign Hire Service personal and other related costs. The balance of the donation is transferred to a fund established for each teacher.

5. Upon arrival in August, the start-up amount will be deducted from the teacher’s fund and transferred to Global Education (Morocco) (GEM), who operates GWA. Also, at the end of each month, the base monthly amount (depending upon you status) is deducted from the teacher’s fund and transferred to GEM.

· Currently, donations from outside the U.S. are deposited to the Riggs Bank account in U.S. dollars. The base monthly amount is then transferred to GEM. Those desiring tax-deductible donations must make arrangements with a non-profit organization (such as a church) in their country.

6. If more money is received for a teacher than is needed for this monthly deduction, the remainder stays in the teacher’s account. They can use it for exceptional reimbursements.

They may also transfer money to another teacher’s account or donate toward school projects. However it should be noted that even though excess funds are left in the teachers account, the base amount is pooled to meet everyone’s flight, housing and maintenance costs which vary from person to person and home to home.
